Add documentation to: https://wasmcloud.com/docs/developer/troubleshooting/providers

OTEL example for debugging
Include examples of nats sub commands
Discuss health checks
Show using providers in containers for cgroups
One question I had while exploring is if the troubleshooting guides should be moved under the development guides, e.g. after the publish section: https://wasmcloud.com/docs/developer/providers/publish
