Issue with Overflow tests in Community Payloads

The community payloads that perform and overflow tests such as "[community-128kb-rce.yml]" are not executed properly.
This tests should be in two parts.
Step 1. Sent an RCE payload that it is detected.
Step 2. Use a template that contains the overflow bytes and attach the detected payload.

I raising this issue because I came into a situation where the payload inside the overflow tests was not detected initially, therefore I couldn't test if the WAF can be bypassed by adding a padding to the blocked payload.
