Client-side custom rules

To set project name from app/entity/url. Similar to server-side custom rules but with the added benefit of regex patterns.

This is UI-heavy, and we already have multiple ways to set project (project map in wakatime.cfg & custom rules) so let's not implement this feature yet, just documenting it for the future.
