In https://lists.w3.org/Archives/Public/public-webappsec/2015Jan/0146.html, @briansmith suggests:

  1. Allow IRIs (unescaped unicode characters), but recommend (not
    require) that non-ASCII characters be escaped when the policy appears
    in an HTTP header.

This seems like a totally reasonable thing to do for <meta>-delivered policies.
