Tested with only Group Initiative active on Foundry V10.291
Recreation steps for multiple encounter bug:
open 2+ combat tracker encounters
populate encounters by adding tokens to combat
roll all/roll npc's on first encounter (should work)
roll all/roll npc's on second+ encounter (won't work)
(Alternatively reset initiative on first encounter then roll all/npc's on second+ encounter and first encounter will be rolled instead)
Recreation steps after closing first encounter bug:
open 1 combat tracker encounter
populate encounter by adding tokens to combat
roll all/npc's on encounter (should work)
close first encounter (trash can)
open 1 new encounter
populate new encounter
roll all/npc's on encounter (button won't respond)
Disabling then re-enabling module seems to reset the lock to single encounter and will allow for rolling another, however bug will persist again after first roll.
As long as first encounter is never closed completely it can be reset & rerolled indefinitely
