Consider rephrase ALCOM promotional contents for non-VCC users. #65

Currently it's mainly for migrating VCC to ALCOM.
However, it might be popular to use ALCOM instead of VCC at first in the future.

If that happens, we may better to explain what ALCOM is without assuming VCC knowledge, and explicitly say installing VCC is not required.
