Toggle for which contests to audit per batch in multi-contest batch comparison audits

Currently, in a multi-contest batch comparison audit, we require audit boards to audit all of the targeted contests for each batch. However, it could be more efficient to only audit the contests that the batch was sampled for. Add an audit-level toggle to allow audit admins to decide which way they want to run the audit.
