Per @jonahkagan's comment in Slack:

We can’t actually populate the jurisdiction field since the jurisdiction manager’s email address may be used in multiple jurisdictions (across audits, within a single audit, and even across orgs). They have to choose which jurisdiction they want to access after logging in
