I got an email pointing out that https://voteview.com/rollcall/RS0990648 has Garn as "Yea" but https://www.govtrack.us/congress/votes/99-1986/s648 has Garn as not voting and cites Voteview as the source. I'm not sure what's going on there. The email says
I did find an article stating that Garn wanted the Senate to know that if he were there, he would be a yes vote, though again, it was a recent piece.
