Do not store branch named ones, but if doing jrburke/requirejs/2.1.2, store the download locally to improve subsequent add calls.

This is much needed. In my current project, it takes >3mins to volo add. I'm desperate.
I'm pretty sure bower stores in local cache. It's damn fast. But I ❤️ volojs
