Make command "Authorize AL App" available with no al-file / only app.json

In our compnay, we use an workspace file for a project an have an app.json with a guid, but actually no al-files. It would be nice to make authorization / creating the .objidconfig without al files. This would support the idea of using AL-Ninja in the projects asap.
