Create UI for to allow users to modify metadata (FR)

Frequently there are problems or updates to sequence metadata and currently there is no mechanism to allow the user that added the data to update it, resulting in the need for backend work by devs to do the updates. We should create a page or other mechanism that would allow users to make these changes themselves (and log the changes!)

This is a great feature suggestion that would offload time from our Bioinfo team and also empower the submitters

However, it is technically not included in the scope of the work packages and could be a medium effort feature (needs UI design & implementation, and hookup to some of our endpoints potentially)

So @scottcain we should review this along with the other work package priorities; maybe stakeholders are willing to swap something
