Are you behind a proxy?
If so, have you tried the insecure mode in StockD's advanced settings?

Also, please upload a log file along with StockD version and link profile that you're using. It'll help me understand the situation better. Can't analyze anything without more information.

I am not using proxy server. ... As the program is not starting at all, I cannot set any settings. Its giving the error immediately.
