That issue appears when if i try to launch it from C:\Program Files (x86) or C:\Program Files folders. I guess cause the executable doesn't have permissions to write in those folders and can't create .db file.

Hm. Yeah, this isn't supposed to belong in Program Files - treat Taskbardock as a portable application, where you would put the binaries someplace else.
If you want it in Program Files, my best guess would be that you'd have to register it to the Registry, do some permissions and stuff, but even then I'm not sure if that would work...
Again - treat as a portable application, don't put it in PF, put it in Documents, Desktop or somewhere. Maybe even just the root of C:\.
