meanwhile this hack worked for me:
let runOptions = [];
runOptions.push('--world-parameters');
runOptions.push(JSON.stringify({
"test": "value"
}));

return gulp.src(globs, {
read: false
})
.pipe(cucumber({
'format': format,
'runOptions': runOptions
}))...
