Notification when a tweet is too long and another is picked

It would be helpful to know what each attempt at a tweet was and how many characters were in the tweet, so I can take a look at the common stories and reword them. We have 150 odd stories now and it's pretty unwieldy to sift through them manually. I reduced the size of some of them maybe a year or so ago and I'm not convinced it made much of a difference.

I think one of the biggest issues with scoops right now is repetition and frequency of old stories (see also issue #18 ) and I would prefer to have a solution akin to this rather than have to rotate stories in and out to force fresh content.
