[Feature]: Support "tar.bz2" default decompress while "PreInstall"

1. Your usage scenarios?

I am creating a plugin for gcc-arm-none-eabi, whose early archives are in the tar.bz2 format. However, vfox does not support this decompression format by default during pre-installation. Although there is a workaround, I hope it can be natively supported as the default.

2. What is your expected outcome?

Looking forward to the automatic decompression of tar.bz2 files into the correct path after they are detected following download.
