method to identify wc-route-base elements

I'd suggest a "base-id" attribute solely for this purpose

essentially wc-route's can be selected from their route, but wc-route-base's have nothing they can be selected from, I've been using id's for the test's but I think users (and me) would want something more like a "base-id"
