Replace the 0027 ' APOSTROPHE character with U+055B ՛ ARMENIAN EMPHASIS MARK

In Armenian Unicode code chart there is a separate symbol for Armenian emphasis mark 'shesht' (շեշտ)'
And 0022 " QUOTATION MARK can be replaced with the 055A ՚ ARMENIAN APOSTROPHE.
The 0559 ՙ ARMENIAN MODIFIER LETTER LEFT HALF RING can also be included under same key but with ⌥ Option (⌥ Option + ') modifier.
