Config file parameters are out of date

In particular now that we are not using mysql for the backing database, the mysql_* parameters are a little strange 😅 In general with the benefit of hindsight I think there are several things that could be improved about the config file structure, and wanted to open this ticket to track a possible config file v2 format.
