Create upstream builds for the secondary repositories in the project

Currently, the secondary repositories in the project are only built against the latest stable release.
Create a build for each of the repositories below that builds the packages with the upstream version of the uuv_simulator.

• uuv_plume_simulator
• desistek_saga
• lauv_gazebo
• eca_a9
• rexrov2
