Check how escalation rate imports and what actions will change the values

we need to check to see if escalation rates will import correctly and see when those custom escalation rates will get overridden by a user action (i.e., change zip code or constant/non-constant toggle)

One idea: we may need to auto-fill the zip code with an invalid number (i.e., 00000). Then force the user to update it. We would also need a pop-up to see if they want to override the existing escalation rates.
