Add ISAtab existing Galaxy tools for data management

Dear amazing eu team,

Ut seems to me ISA related tools https://github.com/ISA-tools/isatools-galaxy/blob/develop/tools/isatools/isaslicer2.xml are not on eu. Thèse tools will be if interest notably for comics* data/metadata management . Moreover it can be used for Elixir data management IS in addition to the upcoming xmlstarlet ;) tool

Hi @yvanlebras, I'm a little bit hesitant to merge them immediately, as it seems they are not maintained anymore? Maybe @nsoranzo knows more?

hmmm true... ITM it appears to me ISA framework is not evolving so much so maybe ""this is normal"" that dedicated Galaxy tools were not updated, and they are working properly. I try to investigate more in details ! Thank you for the point of vigilance!
