For equipment that can change from gas to electric, it isn't as simple as running an EE measure that just makes it 20% more efficient than it was. When a stove goes from gas to electric, the technology used changes not just the fuel but energy use. Going to induction vs. electric resistance will look different. This use technology based lookup table. Is relevant for kitchen, SWH, laundry. We can start with high priority scope first and then extend to other equipment. Seem like starting with residential may be good choice for equitable EE impact
