Unfortunately, none of the suggested solutions solved my problems with delayed notifications, the phone kills background processes all the time.
The only thing that helped me was typing the adb command adb shell dumpsys deviceidle disable
Tested on S24 Ultra, one ui 6.1, android 14, google play update from 1st of august.
