Current behavior

ValidateDynamicOverflowOrderBasic() test is very flaky on Android (for the CommandBarIntegrationTests), as the Uno CI Build is repeatedly failing on it. (See my current PR, which doesn't affect this code at all, and the related build).

Expected behavior

ValidateDynamicOverflowOrderBasic() is not flaky
