Issue Description

In the probabilistic error amplification (PEA) technique sample.py is to contain functions for sampling noise-amplified circuits, obtaining a noise-scaled expectation value at each scale factor.

The second of the two top-level PEA functions sample samples from the scaled representations of the circuit generated in scale_circuit_representations and averages the results evaluated at each scale factor.
