Another case of trac getting in the way

Wanted to create a branch for exploring a design, but got the message:

 and use an open ticket (One of these: ['new', 'accepted', 'reviewing'])

Creating a branch, or checking into a branch, should be allowed for any but closed bugs, since they don't disturb trunk.
