the IcuCodeTools trac plugin should match the 'commit syntax' and linkify it.

On the CLDR implementation, for example, cldrbug 1234: would then match. On the ICU implementation, ticket:1234is already a link and so this would have no effect.

This would allow CLDR to remove the hack in its trac version to match "cldrbug ...", then "#1234" could be made to work again.
