Some UI elements not being translated on some page loads

I am accessing this page: https://supply.goodinternet.org/tr/sections/pf/tco-er/wks/wash-kit-language-index/hygiene-kit-feedback-1/

When I reload the page, normally all UI translation shows up as expected.

However, every now and then, I will reload the page, there is a light pause (longer than normal), and the page will load with "Select one" in English rather than the desired Turkish text.

The page also loads with "Search the site..." replaced with "" (as desired in English)

However some elements are translated eg "Next" button on the survey and "Logout"

This is not an urgent bug but I wonder if it will help us unravel some mysterious problems we see in other places.
