Notifications are still delivered after logging out #1435

To replicate:

Log in as a user which receives notifications and is in Group A
Log in with a different browser as a user that can create notifications and is not in Group A
Create a notification sent to Group A
Confirm it's been received on the device
Log out of the user which receives notifications
Create a notification sent to Group A
It should be received on the device even though the user which receives notifications is logged out

add a hook for the deletion of subscription from the notification panel.

admin panel can register for push notifications too #1442
