Summary

This is centered around contributing guidance in both the O.S. Inventory and the UNICEF Inventory theme. This information exists across READMEs, CONTRIBUTING.md files, and pages inside the Hugo sites, but we need to centralize them to one place.

I believe reworking the documentation in the example site (#89) first, and then adding a new section on contributing is a good move.

I need to bump this user story to the next sprint, ending on 2 September. I do not have capacity to put together documentation about contributing guidelines before the Office of Innovation team retreat. I also hope to gather feedback on the UNICEF Toolkits from the Office of Innovation team during the said in-person team retreat from 22-26 August.

Additionally, I think @siddharthvipul could have valuable inputs on this as my successor as Open Source Technical Advisor in the Ventures team at Office of Innovation.
