As a checker, I want the same workflow for selecting as for edit or comment so that I don't get confused.

As a product owner, I want each action to be savable so that I don't have to make the devs mess with dynamic navigational buttons.

Think through the workflow/layout so that the Selection process has a Save and Cancel button (and possible a "reset selection" button).
