There are 3 validators in the e2e with only 1 validator with enough staking power to pass exchange rates (since only 1 validator is voting on prices) and another is testing a param change gov prop. With threshold enforcing now working after #1845, the validator voting on prices was switched with the validator doing the gov prop test (so the gov prop test is now skipped in the e2e since it would fail due to not enough voting power). This test should be refactored in a way to allow adequate voting power going to both of these tests at the same time so one doesn't need to get skipped.
