User without permission can see / edit (but not save) document types

Bug summary

When not having permissions to the Settings section, I can still click a documentType in the Content -> Info and see and adjust properties. Getting an expected error on save though.

Steps to reproduce

Create a user with Editor permissions
Go to a content item -> Info tab -> Click the documentType, the document type with editable properties shows up, however I can't save (luckily)

Expected result / actual result

The documentType screen does not load / is not clickable.

Hey Ambert, thank you for the report.

I can confirm that this is still the case on the latest dev commit (9321774).
I should also not there is similar behavior for the templates

Fixed by #17965 - this will be part of the 15.2 release.
