Timebar chart x values not centered #138

As can be seen below, x values on our charts are left justified not centered, which creates a confusion since for instance here the mouse is on the red bar in between 2030 and 2040, which corresponds to 2030s but the closest x value is 2040:

If the x values were centered (as in red date values 2030, 2040, etc.) instead, there would be less confusion.

If we put the legend out, text is centered.

If we put them inside, they are not centered. Maybe we could try to switch to material bar charts they are on beta they lack some of the features but might be more flexible. Some people suggest using it. https://stackoverflow.com/questions/32122142/haxis-label-position-google-charts

Let's leave this for now. When material bar charts are released, let's consider using it.
