Test performance enhancement and tuning with tests-dev: -c options and total execution time

Description

• test-dev introduces with python-based regression test and parsing option: cpld_control_gfsv17_iau is turned off.
• with -c to create baseline, we need to confirm dependency key issue to create cpld_control_gfsv17_iau baseline and follow the regression test.
• need to evaluate overall computational performance of ufs_test.sh approach

Solution

• add additional baseline key to test yaml to meet full baseline creation requirement
