Verify the preprocess pipeline driver script against the different data sources

1. FARA, UCR, and CACES are already verified. Notes: FARA has been verified last sprint.
2. Revise some codes to make sure preprocessing and formatting scripts work well.
3. Plan to verify the scripts for 'Walkability Index', 'HUD', and 'NATA'.

2. The formatted scripts for ZBP and ACAG has been revised.
3. However, we currently do not have ZCTA_translator.py or ACAG_translator.py (the GEOID is based on longitude and latitude).
