[Bug]: bullet list can't joinUp automatically when using List Keymap extension

there is a bullet list, then insert a paragraph, after that was another bullet list, and then I delete the paragraph and wish the two bullet lists can combine into one, yet I can't find the decent way, just like the snapshot

(Not a maintainer) This seems to happening because when using the list keymap extension 2 ul elements are being created at the end of the first video you have shared. In the second video, the 2 different uls are being joined into 1. Not sure if this is intentional.

and I also wonder how to make the 2 different uls into 1
