Add stream tags with time information to reconstruct output

The output of the reconstruction block does not include zero samples, so the decoders and other downstream things don't know the real time that corresponds to the output samples.

The reconstruct application does have timestamps, so it can supply that information.

The reconstruct block should get this timestamp information and put it in stream tags so that other blocks can use them to get the time information.
