canvas.get_user("self") throws arrow.parser.ParserError exception

I've been using canvasapi for a few years with great success (nice work team), but have hit a problem with the following configuration

• Ubuntu 20.04
• Python 3.8
• canvasapi 3.0.0

I now get a date parsing error from the arrow module when running the following.

import canvasapi
canvas=canvasapi.Canvas(url, key)
user=canvas.get_user("self")

I see the same problem with different canvas servers. I don't see the issue with older versions of canvasapi or newer versions of python. Full exception details below.

Issue went away when using virtualenv. Not sure of root cause.
