Add conda to GDX

All the nvidia stuff needs conda: https://docs.anaconda.com/miniconda/install/#quick-command-line-install

And pixi is already useful for it, so let's include that too since it's already in arm.

Pixi is done with #263. Conda needs to be on EPEL or the Staging COPR

And UV is already on the image so this seems that is pretty much fixed already
