readme for organization

To help with onboarding and discovery we should create a readme for the org as there is none for Ubiquibot other than this which doesn't fit our needs

should include:

• Description and purpose of the org
• helpful links such as @gitcoindev's video tutorials etc
• repos that can be worked on or what tasks to avoid. I'm thinking this because this org needs to move pretty quickly although the long standing plugin-wishlist tasks that are unpriced could be worked on as they are not urgent but if someone feels like it they could take it so I think this needs a little mention I'm just unsure what to say
