Incorrect description for Tooltips getInstance method in documentation

Describe the issue

The description for the Tooltips getInstance method currently reads:

Static method which allows you to get the tooltip instance associated with a DOM element, or create a new one in case it wasn’t initialized.

getInstance does not create a new instance if there isn't one initialized, it returns null.

It looks as though this description has been copied from the getOrCreateInstance method.
