Parents can filter for learning disability volunteers

I need to add a learning disabilities filter (for example, parents can filter for teachers that are trained to teach students with learning disabilities). Teachers can specify specifically which learning disabilities they have experience with.

Related to #205 (perhaps I can put experience level, age, and learning disabilities all in the same "qualifications" filter category or something similar).
