In section 3.1 of draft-busizheng-teas-yang-te-mpls-topology-04, there is an open issue regarding whether the MPLS-TE Topology model shall allow the setup of MPLS-TE multi-domain tunnels

This issue has an implication about how TE label augmentations should be defined in MPLS-TE Topology
