Rule "javadoc-staging" failures; Missing: no javadoc jar found in folder.

  • required javadoc.jar - fix doc error
  • cannot find symbol @Setter(onMethod_ - delombok
  • cannot find symbol kotlin - dokka instead

because javadoc works on source, not class.
and dokka handle .java ,.kt better, use it to gen all project doc
