pull up ruby gem subproject from contrib folder #221

In some packaging cases it is so hard to build app placed inside the contrib folder. So I propose to pull up ruby gem subproject from contrib folder to level up. i.e. the ruby sub will be placed not in contrib/ruby, but just ruby folder.

Could you say a bit more about the packaging problems? Just curious about the nature of it.
