Documentation

Hi, @dridzal. I'm trying to get started with ROL, and found INSTALL.txt mentions a non-existent file called "install.sh":

(base) s1104997ca:rol rjmurr$ pwd
/Users/rjmurr/Documents/ascend/Trilinos/packages/rol
(base) s1104997ca:rol rjmurr$ find . -name "*install*"
./rol_install.py

The INSTALL.txt file isn't saying much given that this file doesn't exist. It's your call for how you'd like to fix this, but I think that having some kind of INSTALL.txt file is useful.
