[Bug]: Selecting a branch when creating a PR deletes the description

What happened?

What actually happened, including error codes if applies.

Steps to Reproduce:

1. Start creating a new PR, type in a description.
2. Now select a source branch.
3. WebUI reloads and removes the description.

Expected behavior

I expect the Web UI to preserve the description. HTML forms need not be filled in the expected order, and allowing an edit to delete other fields is a no-no
